no boot block activity at all

winbond w29c020c-90B bios
Perhaps wrong bios upgrading,bios died
try to Boot block still no activities
( i made a boot disk ,have done the autoexec.bat file put in the Exe file and the bin one in )the card and the disk tested in other m/b no problem to boot.try short circuited the A1 A16 pins on Bios and force block boot still no activities.have done lot of things still not work .some one suggest on the net to jumstart with other but dont understand the procedure. any one can help???
