News of My CPU isn't recognized

I got this board with a processor on board and the cpu got damaged some how and I had a spare Athlon XP 2400 lying around. It shows as a Athlon XP 1800 and also runs at 1.5 GHz, whereas it is capable of 2.0 GHz. In the bios there is no option in the CPU parameters to change the CPU clock or FSB. Have a problem with this mobo recognising CPU correctly.

I installed a SL88T Smithfield 2.8GHz FSB 800MHz Dual Core CPU.

The mobo only recognises 1 core.
I have used a utility from Hirens 9.8 to interrogate CPU.
This util does recognise CPU as dual core, correct stepping etc.

MSI report this CPU is supported on this mobo.
Updated BIOS to latest from Medion v1.2K.

Dell XPS R450 has a bios the limits what CPUs you can put in it because the voltage regulator on the motherboard has limited capabilities.
