News of What does this BIOS or Jumper setting do?

hi i need help i have a twain scanner 4400 usb i installed it and it woorked fine next day i tried to use it and i get a message saying
check Usb setting are enabled in BIOS

and i have no clue what Bios is or where to look if somebody can help me please

i have look all over the bios and cannot find why my pc turns it self on at 12:00 every night. this is after i do a shutdown.
can anyone help me.
