Dell C600 Bios/Boot Problem!

Hey there, i just got a dell laptop off a friend and it is crashing during the bios loading, about 20 seconds after powering up. When i try to start it it begins to load bios settings then it stops about 95% along the bar. there are options for boot menu and bios settings (f12 and f2) but when they are used it still wont enter either because it has the same problem.
the model is the c600 and it has pheonix bios (i think)

is there any way of replacing the bios chip in this model or can someone shed some light on this matter for me?

It is propably a hardware fault (memory or dome I/0 device failure).

propably it is best to have someone computer specialist friend to open it and check inside.
