Well my bios is all locked up and I can't change any settings like frequency multiplier or anything at all really.

This is my BIOS

Is there some way to unlock my bios or get a new one that will allow me to OC?

Brended system (HP, using a MSI OEM mainboard). You won't see Overclock settings on those systems.

The only option to overclock may be software like softfsb or similar.
