Can you use an VGA Monitor Replacement Cable to connect two laptops? I have 2 laptops but one of them the screen is broken, is it possible to use the Vga cable to connect one laptop to the other so you can use the broken laptop on the other laptop, like you would a monitor to a laptop?

no.
you can use something like VNC or remote desktop but you need both of the laptops on the same network.
