well i have to do further investigations but i think bios is f3 or f4
the board can do the right voltage (and below)
but no video signal...

can anyone tell me if the board/revision can handle a cumine so i know its not the board...

Gigabyte says PCB 2.x and above have full coppermine support .
Versions below may or may not support VCore below 1.8V .
If you have a Socket-370 CPU in a CPU-Adapter set the VCore manually to 1.8V .
