Please tell me how to flash a video card rom?

First of all, it'll depend on whether your card has a flashable chip or not. Secondly, the card manufacturer provides a flashing utility and a firmware upgrade (sometimes).
Lastly, you just execute the flash utility as you would any motherboard BIOS upgrade.

My video card is Trident 3Dimage 9750 which I think has a flash chip. I went ot Tridentmicro but could not find any flasher. Can you help?

This chip was used on cheap graphics cards which use mostly PROM chips (not flashable). You will probably find 27xxxx on the chip.
