ati radeon doesnt want work

HI I just got a whole new set up.i got a biostar mb with a via kt 400a chipset and installed anew ati radeon 9000.and also aclean copy of xp.i corectly installed all the drivers for the chipset and video card but dont get any 3d acelaration.direct says there are generic video drivers installed but this is not so imstumped an have no clue what to do.also under device manger there is a ! mark next to the video card when i click on it it says the card cant find enogh resources. what does this mean.
