Compaq Presario R3000 Bios Stuff

Hello
My notebook bios has some locked out Bios settings, is there a way I can access the locked out setting and also is there a way to access the cooling fan setpionts to come on sooner through the bios. Can anyone help or point me to a Compaq notebook mod webpage
