BIOS programmer WANTED $$$

Hi, I'm looking for BIOS programmer that can customize a BIOS program to support additional features.

BIOS custom program/modification to be made on Toshiba Notebook Computer A100-s2211TD.

BIOS needs to support 2 main feature enhancements:

1- Programmable Boot time: boot the system on scheduled time only if system is turned off, or, if windows is not responding, re-boot the computer. (multiple scheduled boot times would be a nice bonus)

2- Boot on power: boot the system automatically if unplugged then replugged into wall socket, so when power is provided to system, it should boot the computer

Bonus feature if possible:
Provide simple window interface to program the BIOS scheduled boot times
