I believe (although I could be wrong!) that the "E" specifies that the processor's L2 cache runs at the same frequency as the core i.e. 700 MHz in your case. Earlier processors without the "E" ran their L2 caches at half the core frequency. "EB" processors also exist (as do "B") whereby the processor's bus speed is increased from 100 to 133MHz - however, yours is not one of them I'm afraid.
