Hello,
This problem is unsolved from last 4 years Sad .I am sure its BIOS problem.Problem is..."When i shutdown my PC it restarts instead of shutdowning".Is there any BIOS settings to troubleshoot this?.Plz help me.Here is my PC specifications,

Usually a problem with APM.
Have you updated to the latest BIOS release?

It's BIOS problem in most cases.
However, I've seen this at work:
A computer (it was server for about 3 years, running 24h a day) with Asus P2B board sometimes couldn't power off. Windows shut down, HDD clicked (parking heads), then everything turned off for a moment (less than a second) and turned on again. It was power supply problem.

Hello,
I haven't try a new power supply.However i remember about 3 years back, one of the h/w troubleshooter have tried a new power supply, but the problem does not fixed.I haven't update my BIOS.
Due to this problem i swutch off my PC by the power button given at the back of CPU.And due to this my HD(Harddisk) get some bad sectors.
Now i badly needs this problem's solution.Is there anyone who can fix this problem?

Bad sectors on HDD are not caused by powering the system off.
Try the latest BIOS. The board looks like PC Chips M720 - check http://go.to/th2

Yes the board is M720.Since my PC does not shutdown automatically and intsead restarts.So When i press shutdown, the monitors light turn to orange grom yellow(this is the stage when HDD is temporarly off) and I immediately at this moment switch off the PC from the back button.I think there must be some harm to PC due to this.Well I will try to upgrade my BIOS.
Another thing is that, I am not getting any online support from "PC CHIPS".If somebody knows about "PC CHIPS online support " contact # then plz let me know.

You can get BIOSes and manuals from azjchips' page http://go.to/ajz which he set up because PC Chips has very poor support.
