take your favourite calculator and type in:

250 / 1024^3 * 1000^3

a gigabyte is 1024 megabyte, a megabyte is 1024 kilobyte and a kilobyte is 1024 byte...well, mostly.

As cp explained this is "normal". Your computer uses 1024 bytes = 1 KB while HD manufacturers use 1000 bytes = 1 KB.

So 250GB according to the HD maker is

250,000,000,000 bytes / 1000 = 250,000,000 KB
250,000,000 KB / 1000 = 250,000 MB
250,000 MB / 1000 = 250 GB

But as far as your computer is concerned,

250,000,000,000 bytes / 1024 = 244,140,625 KB
244,140,625 KB / 1024 = 238,418 MB
238,418 MB / 1024 = 232 GB

Which is why your computer says it's 232 GB.
