What is your current BIOS ID ?
What is the BIOS you are trying to flash ?
BIOS ID mismatch usually means that the BIOS ID strings do not agree. In this case, if you are 100% sure that you have the correct BIOS, use an alternative flasher such as Uniflash

Bios ID: 2A69KG0EC
Gigabyte
Model GA-6BXE

Not sure what you mean on your next question the file name I downloaded from the gig website is "6bxe_f3a". And the flash was flash864.

Well, that's the answer. The BIOS ID for the beta BIOS 6BXE.F3A is:
02/06/2001-i440BX-8671-GA6BXE00C-00

and the GA6BXE00C bit is not the same as 2A69KG0EC.

You could use Uniflash (flash "with bootblock", see "advanced" settings) or maybe doing it from the command line will work:
awdflash 6bxe.f3a /py /sn /cc /cd /cp.
Good luck
