BIOS update for Biostar M6TFX motherboard
I’m not getting any voltage when I test PWRGOOD against VCC. However I am getting 1.7-volts when I test the PWRGOOD pin against the VSS…

i never told to test anything against Vcc which is the positive supply voltage. Vss is ground or the negative supply voltage.
look, you tested PWRGOOD against Vcc and you got 0V. this is absolutely correct since Vcc is 1,7V (against Vss) and PWRGOOD is 1,7V (against Vss),too. So the difference between those two voltages is 0V.
and as i already suspected in my 1st post 4 month ago: the mainboard is supplying Vcc to PWRGOOD. since Vcc is 1,7V and PWRGOOD requires at least 2,5V the cpu will just sit there and wait for PWRGOOD to rise to 2,5V.
so if you want a running system you have two options:
1. cut the trace to the PWRGOOD pin on the Slot1 adapter somewhere near the socket 370. build a linear regulator that will transform 3,3V into 2,5V and supply it to Vcc2,5. now short Vcc2,5 to PWRGOOD.
2. get a slot adapter that has the 2,5V regulator already onboard. cut the PWRGOOD trace somewhere near the socket and short it to Vcc2,5.
done.
