Why I can't flash a 2Mbit bios in a 4Mbit chiP?

Is it possible for example to do a such thing to add a picture in the init for a mobo that doesn't have that by default??(of course doing the needed changes in the BIOS code).

But how can I be sure if the chip size is 4Mbit?? I want to be sure before attempting to hot flash. Why a 4Mbit chip can't be flashed with a 2Mbit (256KB) bios?
