Flash BIOS in anticipation of the internet?

Was the Flash BIOS developed in anticipation of the internet and/or bulletin board systems? Did the developers know that the internet was going to rise, and developed the Flash BIOS so that it can take advantage of the internet? Is this documented in any sources?

I remember seeing something like that a long time ago on a Gigabyte motherboard with Phoenix bios. In later revisions of the bios this network flash stuff was taken out because it was so buggy. Check the bios manufacturer websites (Phoenix/Award, AMI, Insyde) to see if they have something like it. I know there's at least one open-source project for bioses, they might like the idea.
