j_saade25, thanks for your hint, but it is not the case: i am not dealing with a NEW card, it is just my card that was working properly BEFORE bios upgrade and stopped working AFTER bios upgrade.

yes, sure: the system boots ok with an AGP Intel 3D and older Trident PCI cards; and the radeon 9250 was working properly BEFORE i upgraded the BIOS.

Can I downgrade to 4s4eb0x1.86a.0011.p04? Does it make any sense?

Maybe the card finally buckled under the overvoltage abuse. More likely however you just need to start windows in safe mode and kick out the video card and restart to have it redetected. Sometimes bios upgrades wreak havoc in windows because they allocate resources different than they did before......
