bootblock hangs

i have a GA-8IE533 mother board and after electrical cut (3 times) when i turned the computer on i get

award bootblock screen

then it dosen't detect any thing form the floppy disk
the floppy light is on and the system hangs
i tried to change the floppy disk and to change the data cable and twist it
but still the same problem
the bios is built in in the motherboard (soldered bios chip)
how can i reprogram the bios again please
if i can make a hand made programmer for this kind of bios
please tell me the link and circuit to this hand made programmer
plese help me i am in a critical situaion
