BootBlockBlocked?

I'm having problems creating this floppy to get bootblock going. When I copy...

1) Make a bootable DOS-Disk:
- Boot up DOS and type SYS A: <thats it? shut off PC? Reboot? UM???
2) Copy the the UNIFLASH.EXE onto your Disk

Do you mean copy while booted in the floppys dos?
So...I do something like...boot to dos prompt,
type SYS A: ---Done? Step 2?
copy uniflash.....um...not sure what to do here
copy.bin ....etc.
Do I have to be in dos to copy them?
My bootblock reads the floppy but never says anything but "Insert System Disk and Press Enter" I press enter but it does nothing...
Been creating disks & bats for days now, nothing changes, tried it all.
My PC is a Compaq S5000CL

get the no-drivers drdos bootfloppy image, execute that, it will make a bootable floppy. then go to step 2.

bootblock=stupidity. never seen anything like it, jeeze what crap, made some 300 floppies all w/everything everybody on earth claims worked and....nothing, Just plain old blocked. Period! WTF!!!!
