I have accidentally used the update utility for WinPE and now I don't see any response with the screen or the keyboard. I have downloaded the .BIO file but it is more than just a bios image. The BIOS is 32Mbit and it is 9.5MB. I am intending to unsolder the chip and program it and solder it back in. The main thing I need is the image.

what board?
the only supported way to recover from a bad flash is using the method Intel gives you on the support page of the board. 32MBit bios sounds like something recent that can be RMA'd if it really doesn't want to recover by that method.
