Shuttle Ak31.V2

I have a shuttle ak31 given to me I was told it was never used it is a 266a socket 462 AMD cpu.
Here is the situation did a swap for a Duron 850 MHZ cpu heatsink/fan on craigslist was told it was a working pull installed it,using a power supply while on the bench (memory and video card also) Powered up the board
1: the Mobo lites up fans turn monitor says no signal (good video card)
using a Diagnostic test card in a PCI slot I get a digital read out of 00 00
Phenoix bios, there are no beeps. any suggestions
