Hey Guys I'm new here and i wanted to know , how I can change my Bios and unlock the advanced mode.
Because my Windows is dead and i cant formate the hdd and activate the passive mode.

not quite sure if I understand your problem. If you boot from the DVD you can reinstall windows. A system restore is done from the restore partition on your harddisk, in your manual there are instructions on how to perform this restore. If that is not working, most likely the harddisk is dead, no need for special settings in your bios.

No.
I want to formate the hdd in low level and then install Win7 instead of Vista, but Hirens Boot Disk cant find any hdd and i read i have to activate something in bios.

There's no need to low-level-format the HDD. Just load up your Win7 and you get the option to choose the HDD you want to install Win7 to. Use advanced drive options and remove all partitions from this HDD, then select the HDD to install Win7.
If you have multiple drive installed, containeing data you want to retain, disconnet hem during install to prevent accidentally deleting the wrong HDD.

if you kill the partition that is the lowest level you can format the disk on anyway without damaging it.
