BIOS only boots in safe mode

I have a Columbia-85IML Motherboard which was using Bios v2.0z, when upgrading the BIOS the pc wouldn't boot except if I put the jumpers to safe mode in which case I can get into BIOS but no further - even putting the origional BIOS version back didn't help.
When booting in safe mode with a bootable floppy nothing happens, only renaming the BIOS upgrade to AMIBOOT.ROM gets any results but only as described above.... and no further

Are you using the Packard Bell/NEC OEM version?

I have also tried resetting CMOS to no avail
