Can't get past bios!!

Dell dimension XPS 600 won't boot past bios. I can enter bios and it sees 250 gb hdd sata drive.
Hdd is partitioned into 2 sections, primary is 117 gb with windows XPS pro. System won't boot past bios, just keeps restarting. I can't flash bios without operating system running. I don't know how to identify the motherboard to get updated bios and flash program. Dell won't support machines that have xp installed. Bios version is A03 and needs to be A11. What do I do? Any help is greatly appreciated!!

Was this XP install done on this actual machine? Or is this disk being recycled from anohter machine?
