no video; "siren" beep code

after a recent thunderstorm, my pc would not start. it was sitting behind a UPS/surge protector, but something got thru.

currently, no video signal and very quickly the Award BIOS issues a "siren" sound thru pc speaker; one hi/one low alternating.

never heard one like that; reminds me of european police siren from movies.
what component has failed, please?

Maybe a Hardwaremonitor Alarm
Either your CPU-Fan is not running or some voltages are out of range due to damaged PSU or motherbard regulators
