Go to find a local cellphone repair guy, maybe they can help.
They usually do a lot soldering work.

Try these steps, include burn a bootable CD, if not work, you need a special service, like biosxp.com , or do soldering work yourself.

2 options.
1, disassemble the laptop, take out the motherboard. Locate the BIOS chip, un-solder the chip(you will need a hot air gun), and buy a proper programmer and a proper adapter.

2, try someone like biosxp.net

If u just flash a wrong BIOS file, your chip is not DEAD, still reusable.
Send it to someone who can rewrite a EPROM, like this guy: biosxp.net
or you contact BIOS chip sellers on ebay, tell them what you need.

If your board boot sometimes, fail sometimes, it may not the BIOS problem. Usually if the BIOS wrong, it will constantly wrong and your will see a stable problem.

You should be able to get the BIOS from emachine, I guess.

How to extract INTEL BIOS BIN file?

Here is a Intel D102GGC2 Motherboard, The download is a EXE file, after extract is, I got a *.BIO file, 1.36M, but the chip PM49FL004T, should be 512K.
As the board BIOS is collapsed, the flashing program no way can be run under windows. How can I get the 512k binary file?

Just curious why you need a second floppy. if you need a diskcopy, many software can do it with one FD

You may need a desktop with floppy disk and a CD-BURNER.
There is a chance your LAPTOP may boot from a CD and re-flash it.
If no, then you need someone who can flash your chip directly, like this:

I have just download your BIOS file, 'coz I don't believe the 2M story. Now, I know its true.

I search google, and find out Winimage may help you make a large size boot disk, and then make a bootable CD. You may want to give it a try.

or try UltraISO 9.12 (higher)

You have to be careful what the cheap programmers do. Are they support your chip for $20? Do u need buy an adapter for it?
Many people modify the PCB design to make it more stable from the original design. You better know who did good job.
Check with seller and good luck.
