AMD Barton 2500+ CPU not recognized in my IWILL XP333-R

My wife's HP Pavillion 9680C which has an ASUS Kestral mainboard is running with a PIII 650 (100 MHz FSB). VCORE voltage is correct
I'm using a Powerleap product (PL-iP3/T) which has it's own power regulator. It's configured to deliver 1.5 volts. I've also tried with a small boost to 1.55 volts with no improvement.

I have an ASUS P2B Rev. 1.02 mainboard that I'm trying to upgrade to a Celeron Tualatin 1.4 GHz processor. Its CPU ID is 6B4. Unfortunately the highest processor ID the last BIOS that ASUS released for the P2B (1014 beta 3) only recoginizes is 6B1 which is an older stepping of the 1.4 GHz Celeron. D...
