Got one of those Uwave boards (with socketed BIOS) today just for experimenting. That thing didn't boot with 1200 MHz Duron (the slowest one I have in the moment) so I had to use the c't flasher to flash the chip... Put the chip on the board, switched the thing on and looked at the POST card. C1, C3...

AFAIK the Compaq uwave board has the BIOS chip soldered on board (at least the one I had).

Was it a Russian site?
I have a PDF schematic of that thing on my CD-R-s somewhere (will look for it).
CE signal was used to enable/disable either chip. I've see one device that didn't have a PCB at all, just a bunch of wires, a switch, and the sockets.

Take a look at the W49V002FA datasheet. I mean the Programmer (bus) interface mode. AFAIK normally, when on a motherboard, the flash chip is used in FWH mode.

Are you trying to use the parallel programming mode of the FWH/LPC chips (haven't seen any board with a 3.3-V parallel flash ROM)?
