Are you familiar with the keyboard lock? The little keyhole on the cases of older PCs? If this is switched to the lock position you cannot operate the keyboard. Do you have a key for it? I have a feeling that that mobo you are dealing with is basically dead and has a fault which is causing your problems and which will probably also cause other weird and random type behavior. I would be tempted to chuck that board at this stage.
