I have the Willem programmer v4.0 - I've ordered blank PCB only, bought all the components here and assembled. It works but has some design problems - the voltage selection is weird and the LPC/FWH access is horribly slow. There will be some support in UniFlash for it.

One of the capacitors looks bulged (at least on the photo) - the one on the right above the CPU socket.

Check if all voltages are present and correct (3.3V for chipset - on DIMM slot pin 6 IIRC, VCore and VTT for CPU and 2.5V for clock generator).

I've taken some of these CPU holders from dead boards. But many of the dead boards don't have them and many of them can be repaired - so I have more working boards than holders... And also all holders don't fit all boards.

This is probably caused by overheating. Clean the cooling system, make sure that there is thermal grease between the CPU and its heatsink and that the fan is working.

The BIOS chips are often socketed on the photos even if they're soldered on most boards sold. The photos are always from the first board versions (or even testing versions).

It does not work because 39VF010 is not parallel flash ROM - and what's more, it's for 3.3V. It should work in the second board - AMIC A29002 is parallel chip too - but 5V so there's a risk that the 39VF010 will be damaged. I've once flashed 39VF020 successfully in c'f flasher which is 5V only.

Desolder the battery holder (assuming standard CR2032 battery) and solder in a new one (or take it from some dead board).
