Remove/detach everything but the floppy, the video card (the older one), one stick of memory, the CPU and your keyboard and try again to get into setup. It sounds as if something has given up, it may be the chipset or a stick of memory. What kind of memory are you using? AGP multiplier still at 1/2 ...

http://www.bootdisk.com has a special disk-image for bios flashing.
Make a disk with that, THEN put the autoexec, flasher and flash file on it. Your current flash-disk is not a bootable one.

Is there a sticker on the back-side of that video card? Any other type number printed on the card itself? FCC ID perhaps?
