The match that I found from a search engine points it to a Supergrace motherboard, Model SG-AKT133KMSSM3(B) And there is a BIOS link here for the bios: http://www.riascorp.com/pc_solutions/bios/95s10221.zip But the date is the same as the one you have. MrBios/Unicore will run you about 50 bucks...plus shipping...
Badflash.com is another place...they charge 20 bucks, but you have to know where your bios is on the net so they can flash it.

Can't seem to find any evidence of a read jumper preventing writting to the BIOS or something...
Are the settings just not changing? Or do they go back to what they were after you reboot?
