BIOS Password Enabled but BIOS config unable to run

I just threw in a new hard drive this afternoon hoping to get my machine going again. Upon start up, I entered my BIOS password and then was able to see the Dell symbol and some config information momentarily before the system was:

"Halted: Boot Failure."

With what knowledge I have however about PCs this doesn't make much sense, seeing as the BIOS password was still around, therefore the BIOS wouldn't have gone.

So, with that said I went ahead and tried to boot 3 or 4 more times and hit the appropriate keys to have the BIOS config run. Unfortunately, this didn't work.

Maybe this error is due to there being no boot disk or existing OS?
Suggestions?

For those who can help me out it'd be much appreciated.

enter password and DIRECTLY after that start pressing the F2 key
