I have a Chaintech motherboard with a VIA KT133 chipset and all of my devices just short of basics all use the same IRQ. This is creating an undesired effect with the sound card. I have flashed my BIOS and tried various BIOS settings. Is there any fix for this?

ACPI does that. Reinstall Windows and force a Standard PC install (non-ACPI) or get another sound card.
