Regarding the solution in the link I suggested, have you tried to DISABLE then reboot, then ENABLE and reboot? This sometimes works.

The MS KB link I provided explains how to ENABLE. Try it backwards. First DISABLE, since you say yours appears to be enabled. Reboot. Then ENABLE, and then reboot. This could fix the problem.

I'm not sure about newer boards, but I find that with older boards that if the device manager is cleared out then to get everything redetected again you need to run the add new hardware wizard first. This will search for legacy as well as plug n play hardware. Once the basic legacy devices are found and installed, plug n play should work to redetect all of the remaining hardware devices.

If this does not work, I would be backing up and reinstalling Windows, as I have sometimes found necessary for this type of problem in the past myself.

And if that fails, there is probably some hardware problem.
