I want to connect a Seagate 20GB to my sons PC

it is a Joss Tech Model: JT-586IV4 motherboard
and it has the v4.50PG BIOS

I like to opgrade to v4.51 as i did with another PC but I
cannot find the website of Joss Tech

The latest BIOS update I have is:

JT586IV4 MAY,17.(96) UMC8669 ONLY. VER:12
04/11/96-SiS-5511-5513-2A5IDJ69C-00

There is no way to patch it or make it support large HDDs. Drive overlay software is your only hope.

It's Award v4.51 but still up to 8.4GB only.

...but the official BIOS message says May 17, making it look somewhat newer.
