I want to unlock clock

I want to change the cpu's clock but it's locked.

Any help or suggestions is appreciated.

Intel CPU's have their multipliers locked permanently and cannot be unlocked. FSB is the only way to raise the clock speed.

Funny, I recall seeing this somewhere... Don't ask how to over-clock. (FAQ #29)

I even can't change FSB
I have 512MB PC3200 DDR SDRAM and it is running at 133MHz
in bios say "locked"

update bios can unlock?

Sorry if I misinterpreted your problem. The BIOS string from the information you gave seems to indicate you have a PCchips or Amptron motherboard.
Does this look like your motherboard? Here:

I downloaded the manual for the PCchips board.
The BIOS guide shows "Locked" appears next to the setting for "CPU Ratio" which refers to the multiplier. That setting cannot be changed because all Intel CPU multipliers are locked unless you have an engineering sample CPU.
"CPU Frequency"would correspond to the FSB. The only way to change that setting appears to be by jumpers JP1A1 and JP1B1 with only 100 and 133 selectable.
I highly doubt a BIOS update or hack would allow you to change the CPU Frequency beyond 133 because that setting is hardwired to the board.

I downloaded the BIOS for the board and looked at the settings.
In the BIOS under "Advanced Setup" you should see a setting for "DRAM Frequency." You should be able to raise that frequency to 166.
Make sure jumpers J2-A/B/C/D and J3-A/B/C/D are shorted for DDR RAM.
