video card w/tv out problems

i'm not sure if this is a bios problem. i am using a tv as my monitor. i am using s-video. i was using a diamond viper 2 with no problems. i bought a ati radeon 7000ve w/ tv out. i installed the card and all i get is a scrambled picture, even on the bios screen. btw, all of the cards drivers are installed correctly. does my mobo not like my new card? is this a bios problem?
