USB problems on Lucky Star Mboard with Via Apollo VP4

Hi, please can someone help?
I have a Lucky Star Motherboard with a Via Apollo VP4 chipset.
The id is 03/29/1999-vp4-686a-2a5lhl1ac-06
Chipset is vp4-686a//via xLH
BIOS version Award BIOS V4.51PG
If I enable the onboard USB the system will not boot, and if I install a PCI USB card, then it does not run properly. I've tried two different USB cards in all of the PCI slots, and Windows recognises it, but says there's a problem with it, or the driver.
I've deleted the drivers, removed it from the system, and reinstalled, all to no avail. I've tried all the options with the onboard USB both enabled and disabled, still no joy.
I hoped that upgrading the BIOS would help, but the Lucky Star site on WIMS BIOS site is unavailable.
Please can anyone help?
