When new 160 gb ext seagate is powered on, pc will not boot

Looks like a Shuttle AV41 motherboard still wearing the Elitegroup Bios-ID (removed in later Bios versions).
Open your case and look what Revision your AV41 has, either Rev 1.x or Rev 2.x - each one needs their own Bios. Newer Bios with HDD support bigger than 128/137 GB are available at
www.shuttle.com

It might be trying to boot from that external harddisk. Disable the boot from USB devices option in your bios.

I've been running into this on the
Logitech Webcam Forum.
The PC won't boot with the (USB) camera plugged in, but boots fine when it is unplugged. (I assume your drive is USB...is it?)
Current workaround is to plug in the camera after the PC has booted.
Note that this only happens on some machines...but the OP's haven't been posting that information, so we really don't have a handle on what is really causing the problem.

Unfortunately, I don't have that option in my bios. Coincidentally, that's the reason I thought that a bios upgrade would solve the issue.

I couldn't find any reference to Rev. Where would this be located? I did see the following: AV41V10

Where do I get the update? I just googled and got dizzy. The results seemed convoluted. Can someone assist with a download url and, more importantly, advise on whether or not I should make the upgrade (pros and cons)?

Should you? If you can live with unplugging the disk before booting and plugging it in afterwards then don't.

What else do I need on the formatted floppy?

Was it formatted /s ? It needs to be bootable, with no extra drivers. Then you need to add the BIOS .BIN file and AWDFLASH.EXE file. Boot from the floppy and use AWDFLASH as per the instructions for that version (/h should give you options).

A quick follow up. The new bios version solved the issue. I did need to add /f at the end of the command.
