Dell OptiPlex GX280 system
Download the .exe file from here and read the instructions on that page:

If you already can flash it from windows there is NO need to do it from the DOS floppy mentioned at the end.

but its asking for an admin password, and none of the accounts on my computer have a password..what do i do???

That is the bios password. If you got this system from someone other than Dell ask them for the password because they must have set it. Dell does not password their bioses from the factory except larger customers, they can ask for specific settings including a custom bios password.
