Computer still not woking

Ok.. So i had a bad bios flash and after not being able to use any fuction including bootblock flashing I decided to order a new flashed PLCC from http://bios-repair.co.uk/

I installed the new chip and powered on the PC but didn't get much further. No beeps etc but it did behave differently compared with the old dead bios chip. The old one would just sit there and do nothing once powered on. The new chip when powered on power cycles the computer constantly like if you were hitting the reset button over and over again.

Is this due to a bad flash/ bad chip or wrong chip? I notice the old one is SST 49LF040 33-4C-NH and the new one is SST 49LF040B 33-4C-NH.

Any comments would be grateful

the new behaviour is with just the board, a cpu, one memory card and video/monitor connected, nothing else? Have you tried a different power supply? Bad capacitors on the mainboard or in the power supply maybe? What hardware are we talking about?

SST 49LF040 and SST 49LF040B is fully compatible flashrom.
So, if new 49LF040B was writed with a correct BIOS, the motherboard must work.
Sometimes socket and flashrom pins shape can be changed or polluted.
And it can make pin-contact bad.
Check first these.
And did you request the 49LF040B with correct BIOS version?
If the 49LF040B is empty, the motherboard can't boot.
if you requested the flashrom correctly, try next.
1. Remove all device(memory, vga,etc...) from M/B except CPU and power.
2. Turn on power.
3. Can you hear beep sound from case speaker(or on-board)?
4. if yes -> flashrom contains a BIOS code.
no -> CPU doesn't work or flashrom is empty or it contains a wrong BIOS code.
