cant shutdown PC

I have some problem with my bios ( i guess)..i think it might be the battery.
i turn off the power / shutdown the PC. then after a few hours, turn the power back on..
the hard drives wont start...
the monitor turns on but nothing shows...

the only way of starting the PC is by Clearing the BIOS moving the jumper to the "clear" position and then back to the "normal" position.
that way the hard drives and monitor powerstart up as usual.
then i configure the BIOS settings as usual...
BUT
...windows wont boot...
shows a protection error "system halted" message...
please help!!

Possibly a RAM problem?

Did you try replacing the CMOS battery?
