New PC doesn't get beyond BIOS startup - help!

Just built a new computer. Not sure if this is the correct forum to post this note in, but I'll give it a go anyway!
The motherboard is an Intel Socket 775 for the new Pentium 4 processor I just bought. The motherboard is a Gigabyte GA-8GPNXP Duo (link below): http://www.giga-byte.com/MotherBoard/Pr ... %20Duo.htm
I put in two modules of 512MB RAM (total 1GB).
It runs off an IDE hard drive.
When I switch the computer on, it keeps cutting out at the BIOS stage. Sometimes it detects the first drive before cutting out (i.e powering off) and sometimes it fails at the memory test. I am not sure what is wrong, because all the components are brand new. The power supply unit was also upgraded to one that can supply 650W.
Could this symptom be caused by incompatible RAM? Or is there something potentially faulty with the motherboard?
Can someone please help with a pointer or two?
