Board Recd Dead

Found dead battery - replaced with new one.
Updated BIOS to most recent with a Willem.

Installed a PCI POST Card

Using a X-Power ATX 24 pin 500W PSU
When not powered on but POST Card in PCI Slot
Only 1st POST segment is lit - shows 8 not flashing.
When powered on but POST Card in PCI Slot
All 4 POST segments lit - all show 8, 1st flashing
When powered off but POST Card in PCI Slot
All 4 POST segments lit - all show 8, none flashing

On the POST Card when 1 as above, the clk iow, rst, +12V and
+5V LEDs only are lit - +12V barely

Using a standard ATX 20 pin 350W PSU
When not powered on but POST Card in PCI Slot
Only 1st POST segment is lit - shows 8 not flashing.
When powered on but POST Card in PCI Slot
All 4 POST segments lit - all show 8, 1st flashing
When powered off but POST Card in PCI Slot
All 4 POST segments lit - all show 8, none flashing

When powered off but POST Card in PCI Slot
All 4 POST segments lit - all show 8, none flashing

On the POST Card when 2 and 3 as above, the sys LED and
+5V LEDs only are lit - Is this a 5VSB issue?

I have been advised as to PSU swap out prior to.
Any suggestions?

Have you got a non X-Power recent power supply anywhere?

Nothing more recent than a Magna 600W 20 pin ATX

Also have a dated QTEC 20 pin ATX
