Windows XP reboots instead of shutting down

When I goto select shutdown on my computer it reboots instead. I already upgraded my video driver to an xp certified one. I also tried to disable acpi in the bios but, after I did that XP wouldn't startup even in safe mode. What shouldd I try next?
