my motherboard will not recignise my 40GB HDD

I am haveing a problem getting my motherboard to recignise my HardDrive(40GB) at boot up it says finding the HDD (press F4 to skip) and it stays like that for hours. but if i put the jumper to cable then it will find the HDD but will not move to the boot screen at all. If i put a 8GB HDD in the computer it will work fine I need help to sort this out if any one has ANY suggestions then can you place them here please as i have spent the last 4 days working on this.

the computer specs are:
The pc is a Time pc
The mobo is a FIC MPV4 VIA APOLLO

Should be a FIC PAG-2130. The version number SA411 indicates a PCB 1.2/1.3 board, newer PCB use SBxxx style Bios.

Your board is an OEM version for Time computers but standard FIC Bios should work.

The very latest Bios suitable for your board (and PCB) is this one:
