Insyde Bios settings

Hi.
I have Evesham 5815 laptop (MTC 8640).
My configuration is:
Pentium 4 3.06 GHz HT
MTC 8640 mainboard with SIS 645DX chipset

I want to lover my CPU's speed. The bios is made by Insyde systems but I can't access more advanced settings. I tried to find something in the internet but so far I didn't find anything. Is there any key combination to access them or simply just the manufacturer thought it's best to hide it from users.

Does anyone have any information how can I downspeed my CPU? The fan's noise is anoying and I don't use even half of it's power.

Try overclocking tools. They normally allow to set clock speed. Not sure if your laptop has a supported clock generator, though.
